A leading organization in the fabrication and construction sector, is seeking an experienced Health, Safety & Environment (HSE) Manager to oversee and enhance HSE performance across its operations.

This role is responsible for developing, implementing, and managing comprehensive HSE programs that ensure compliance with Namibian legislation and international best practices, while fostering a strong safety culture across workshop and project environments.

Key Responsibilities

  • HSE Leadership & Strategy: Develop, implement, and maintain HSE policies, procedures, and management systems. Provide strategic guidance to leadership on all HSE-related matters. Champion a proactive safety culture and promote environmental responsibility throughout the organization. Lead investigations into accidents, incidents, and near misses, ensuring root causes are addressed through effective corrective actions.
  • Compliance & Risk Management: Ensure compliance with applicable Namibian occupational health, safety, and environmental regulations. Conduct risk assessments and implement mitigation strategies for workshop and site operations. Monitor changes in legal and regulatory requirements, updating company practices accordingly. Maintain detailed records of inspections, incidents, and HSE audits.
  • Training & Development: Design, coordinate, and deliver HSE training programs for employees at all levels. Ensure personnel are aware of and competent in relevant HSE procedures. Coach supervisors and site managers in the best safety and environmental practices.
  • Auditing & Reporting: Conduct regular HSE inspections and internal audits across workshop and field operations. Prepare and present monthly, quarterly, and annual HSE performance reports to management. Track and analyse safety performance metrics to identify trends and drive continuous improvement.
  • Operational Support: Provide HSE input during project planning, fabrication, construction, and maintenance activities. Review and approve method statements, work plans, and permits to ensure compliance with safety standards. Collaborate with contractors, partners, and clients to align HSE standards and ensure consistent implementation. Maintain complete and accurate HSE project documentation and compliance records.
  • Emergency Preparedness & Environmental Management: Oversee emergency response planning and evacuation procedures. Ensure adherence to environmental protection regulations and support sustainability initiatives. Manage hazardous materials handling, storage, and disposal in line with legal and best-practice standards.

Qualifications & Experience

  • Bachelor’s degree in Occupational Health & Safety, Environmental Management, Engineering, or a related discipline.
  • Minimum 5–8 years’ experience in HSE management within fabrication, construction, mining, or industrial environments.
  • Proven experience managing HSE systems in both workshop and on-site project contexts.
  • In-depth knowledge of Namibian HSE legislation and relevant international standards.
  • Professional certification in HSE (e.g., NEBOSH, SAMTRAC, or equivalent) is highly desirable.

  • Proven ability to work independently and manage multiple locations simultaneously.
  • Competence in risk assessment, safety audits, and incident investigation.
  • Proficiency in Microsoft Office and HSE management software systems.

Working Conditions

  • Combination of office-based and field-based work across Windhoek and other project locations.
  • Must be willing and able to travel frequently to remote or active project sites.

  • Compliance with legal and company HSE requirements.
  • Successful completion of scheduled safety audits and inspections.
  • Timely implementation of corrective actions and HSE improvement initiatives.
