A leading organization in the fabrication and construction sector is seeking an experienced Safety Officer who will be responsible for supporting and maintaining health, safety, and environmental compliance across workshop, site, and field operations. The role focuses on implementing safety procedures, conducting inspections, training personnel, and promoting a proactive safety culture throughout the organization.

Key Responsibilities

  • HSE Implementation & Support: Assist in the implementation and maintenance of HSE policies, procedures, and management systems. Support supervisors and team leaders in applying safe work practices across all operations. Promote a positive safety culture and encourage active participation in HSE initiatives. Participate in investigations of accidents, incidents, and near misses, and assist in identifying root causes and corrective actions
  • Compliance & Risk Control: Ensure compliance with Namibian occupational health, safety, and environmental regulations. Conduct regular risk assessments and recommend practical mitigation measures for workshop and site activities. Perform routine safety inspections and ensure that corrective actions are completed on time. Maintain accurate and up-to-date records of inspections, incidents, and safety observations
  • Training & Awareness: Deliver safety inductions and toolbox talks to employees and contractors. Assist in coordinating HSE training programs to ensure workers are competent in relevant procedures. Provide on-site coaching to personnel on safe work practices and hazard awareness
  • Auditing & Reporting: Conduct routine HSE audits and inspections across workshop and field locations. Prepare concise safety reports highlighting inspection findings, incidents, and improvement actions. Monitor safety performance trends and support continuous improvement initiatives
  • Operational Support: Review work permits, method statements, and job safety analyses to ensure compliance with safety standards. Provide HSE input during project activities, including fabrication, construction, and maintenance operations. Liaise with contractors and partners to ensure consistent application of safety requirements
  • Emergency Preparedness & Environmental Compliance: Participate in emergency response planning, drills, and incident preparedness exercises. Support environmental protection and sustainability initiatives in line with company and legal requirements. Monitor the proper handling, storage, and disposal of hazardous materials
  • Qualifications & Experience: A diploma or degree in Occupational Health & Safety, Environmental Management, or a related field is required, along with 3–5 years of experience in a safety or HSE role within fabrication, construction, mining, or industrial environments. The role requires good knowledge of Namibian HSE legislation and applicable international standards. Professional certification in HSE (e.g., NEBOSH, SAMTRAC, or equivalent) is preferred
  • Skills & Competencies: The position requires strong interpersonal and communication skills with the ability to engage staff at all levels. Candidates should demonstrate practical problem-solving and hazard identification abilities, be capable of working independently, and maintain attention to detail. Competence in conducting risk assessments, incident investigations, and safety audits is essential. Proficiency in Microsoft Office and familiarity with HSE reporting systems are also required

Working Conditions:

The role involves a combination of office and field-based work across Windhoek and project sites, with a willingness to travel frequently to remote or active worksites.

  • Performance will be measured by the reduction in incidents, near misses, and unsafe conditions
  • Compliance with HSE legal and company requirements
  • Completion of scheduled inspections, audits, and training sessions; timely reporting and closure of corrective actions
  • The accuracy and completeness of HSE documentation
